WWE Has Destroyed Any Potential Momentum For This Year's Draft
There seems to be a general lack of interest in the WWE draft this year. Maybe it's because WWE is coming off a flat Wrestlemania and fans didn't stick around after that event. Maybe it's because the draft show seemed to come out of nowhere, with virtually no build at all.
All those points are valid, but I have the definitive reason that no one cares about the WWE draft anymore: WWE stars have been working both shows for most of the last year. (Yes, I know I am not the first person to suggest this.)
The whole allure of the draft is there is a chance that you can see guys come to Raw or Smackdown who you haven't seen on that show in at least a year. By putting all of their talent on all of their shows - primarily it's been Smackdown guys on Raw - they have defeated the entire purpose of the draft.

Why am I going to tune in to see who gets drafted to a different show if I am already seeing them on that same show?
WWE is in the ninth year of this "brand extension," and it's probably time to get rid of the whole notion that guys are Smackdown only or Raw only because no one believes it.
For example, Alberto Del Rio has worked on Smackdown since he debuted last summer. He had a match with Edge at Wrestlemania, for the top title on Smackdown. The next night on Raw, for no reason whatsoever, Del Rio came out and worked a match on the show. There was no mention of how or why he was on Raw, we were just supposed to accept it.
WWE has destroyed the draft by shuffling wrestlers back and forth between shows. You can't convince people that you are "shaking things up" when they have seen all these guys on both shows countless times throughout the last year.
This year might generate some interest because there will be big names that move. But when push comes to shove, the top guys and probably a few jobbers are going to work on both shows.
